Hit 12 partner referrals in one quarter, small agencies only

I track where my leads come from and noticed something weird last month. Out of 37 total inquiries, 12 came from just 3 small agencies I partnered with back in January at the Phoenix networking meetup. These were tiny shops, 2 person teams, nothing fancy. But they send me the exact type of client I want, and I never expected them to outperform the big guys. Has anyone else found that smaller partners bring in better quality leads than the larger ones?
