My neighbor's deck is already warping after one winter because he skipped the joist tape

He built it last fall, used pressure-treated wood and a good sealant. But he told me joist tape was a 'scam for extra money'. Now the tops of the joists are dark and wet, boards are starting to cup. I used $40 worth of tape on mine and it's fine. Is tape actually needed or just a nice extra step?
