The traffic light conspiracy at 5th and Main has me losing my mind

I swear the city set that intersection on purpose to catch people running reds. Last Thursday I sat through three cycles at 5th and Main because the left turn arrow only lasted 4 seconds. By the third turn I was late to pick up my kid from school. My friend Sarah said she got a $150 ticket there two months ago and the city added a camera right after. Now I'm wondering if they deliberately time the lights to maximize violations. How do we even check if the timing is legal or just a money grab? Has anyone else noticed weird light patterns in your town?
