Serious question, overheard a debate about forum rules at a coffee shop in Austin

I was grabbing coffee yesterday and two people next to me were arguing about moderation. One said strict rules keep a forum clean and focused, while the other said they kill organic discussion and make it feel like a corporate website. The first person mentioned a specific forum that bans all 'low effort' posts, and the other countered with a place that only has three total rules. It got me thinking about where the line should be for a community like this one. What's your take on forum rule strictness?

Man, I once tried to run a forum with just three rules and it turned into a complete circus within a week, mods quit left and right. But then I've also been in places so strict they'd ban you for a typo, which is just exhausting. So I feel like @rileyellis is onto something, you gotta make the rules fit the actual people in the room, not some ideal that doesn't exist.

So what counts as low effort anyway? Is a one word reply always bad, or can it actually help keep a conversation moving sometimes?
