Walked past a half-finished wall in Boise last week and the mortar joints were all over the place

Whoever laid that thing left joints ranging from about a quarter inch to almost an inch, and you could see the brick faces were smeared with mortar that never got tooled. I get that it was probably a rush job on a Friday, but come on, that wall is going to wick water like a sponge. Anybody else seeing more of this sloppy work popping up around town?
