The quiet section at Seoul's library felt like a protest

I was at the National Library of Korea last month and noticed this unmarked reading floor where nobody spoke above a whisper, even though the main rules say noise is fine. Half the people there seemed to be using it as a workaround to block group study sessions, and the staff just ignored it. Do you think unofficial social rules like this protect real focus or just gatekeep who gets to use public space?
