The inspector who made me redo a whole junction box over 1 inch

Had an electrical inspection last Tuesday for a basement rerun in Columbus. The inspector walked in, pointed at my junction box, and said "that strap is exactly 11 inches from the box, code says 12." I measured it with my own tape, sure enough 11 and a half. He failed me, I spent 45 minutes pulling wire and remounting the whole thing for half an inch. I get code is code, but has anyone else had an inspector that strict over such a tiny gap? Or did I just catch him on a bad day?

Wait, you actually remeasured and it was still under? That changes how I see these guys.
