Property manager skipped the permit and now we're on the hook

Got a call last Tuesday from a complex in Akron where the fire marshal flagged a panel we installed 4 months ago because the building never pulled the required permit. The manager admitted she 'forgot' and now we're facing a $1,400 fine and possible re-inspection fees unless we can prove the work was up to code. Has anyone else had a client drop the ball on permits and leave you holding the paperwork disaster?
